Initially, JLILS was initiated by the Learning Development Center (PUSBANGBEL), LP3M UNP. This idea was discussed and developed in a limited discussion with seven alumni of STOLS FOR ITTEP from UNP. After getting support from alumni and LSLC practitioners at Padang State University, the next step is to convey the idea to the Chair of LP3M and include it in one of the PUSBANGBEL work programs. This process begins in February 2021.

After getting support from STOLS alumni, UNP LSLC Practitioners, LP3M Leaders, a journal team was formed consisting of four lecturers and 2 students and one education staff (IT technician). Since March 2021, the journal team has started to conduct discussions to equalize perceptions and determine the focus and scope of the journal. Activities are carried out in the PUSBANGBEL room and online meetings using zoom meetings during March – June 2021. The core activity at this stage is holding an initial briefing on Electronic Journal Management to the journal team and the editorial board with the resource person from the Head of the Center for Publication and Intellectual Property Rights, LP2M , UNP.
